Defense Table of Official Distances
CPS provides software application engineering, system
administration, and maintenance services to the Defense Table of
Official Distances (DTOD) program office. CPS services include:
Operations, integration and maintenance support of the DTOD Web
software applications, COTS product and other software and data
extracts developed to support system interfaces; Operations and
maintenance of the DTOD development and test servers; Technical
support for systems interfaced with DTOD, including assistance in
developing interface agreements and technical guidance in
implementing the interfaces; Recommend and implement product
improvements to the DTOD Web site and interfacing system
applications that enable customers to become more self sufficient
and streamline operations and/or reduce costs.
CPS provides full ADP life-cycle management support services to
DTOD, including:
IT Facility Operation and Maintenance
CPS provides system administration support for all DTOD Windows
2003 servers, SQL Server 2000 database servers, and IIS services
and components. CPS provides SQL Server Database Administration
support services including creating database tables and stored
procedures, maintaining database templates, tuning databases,
maintaining database interfaces, creating and maintaining full text
indexes, monitoring database use and size; and archiving
databases.
IT Systems Development Services
CPS provides IT systems development services to the DTOD
project. CPS developers meet with users and SDDC staff to define
and document requirements. Development of the DTOD applications
utilizes the Microsoft .NET Framework. The DTOD application server
component is developed using .Net Remoting and Visual C Sharp (C#)
to maintain a robust communication with the DTOD COTS product. The
DTOD web application and reports development uses the Microsoft
.NET Framework, Active Server Pages (ASP.NET), Visual C Sharp (C#),
HTML, JavaScript, and CSS to provide DTOD users with an interactive
web interface. We also define the interface specifications and
develop interfaces with numerous external systems. Interfacing is
provided to external systems through the use of XML based web
services. The web services have been developed to provide a secure,
firewall friendly interface that support the numerous system
environments used by the Department of Defense. All code is
thoroughly tested prior to implementation on a production
system.
IT Systems Analysis Services
- CPS has worked with the user community to define and document
the requirements for DTOD enhancements.
- CPS conducted a market survey, analyzed the results, and
documented the findings and recommendations in a Technical Analysis
Report.
Automated Information Systems Design and Integration Services

IT Backup and Security Services
CPS performs the following IT backup and security functions for
DTOD:
- Administer local user accounts
- Manage directory administration
- Maintain network access restrictions and password security
- Develop, publish and implement SOP's for security and network
operational support functions
- Recommend and implement improvements in intrusion detection and
access security capabilities
- Administrative, maintenance, and upgrade support, including
monitoring and installing Information Assurance Vulnerability
Alerts (IAVAs) for the DTOD servers.
- Provide operational security support by developing and
publishing a schedule for daily and weekly backups, including -
performing scheduled backups, providing recovery services from a
backup library, testing backup and recovery procedures on a
periodic basis; and developing and testing operational contingency
plans for disaster recovery
IT Network Management Services
CPS provides network management support to ensure appropriate
network ports are allowed through the firewall at the primary host
environment and the COOP environment.
Automated News Services, Data Services, or Other Information
Services
DTOD is the single, official source for determining worldwide
vehicular land distance. It provides Federal users (DoD and
Civilian Departments/Agencies) with real-time access to official
land distances and transit times for use in such areas as
calculating costs of personnel property moves, freight shipments,
travel costs associated with local and temporary duty travel, among
other uses. The DTOD Web Service incorporates all the functionality
of the DTOD Enhancement Project and enables any new interfacing
systems the capability to integrate DTOD location and distance
information into their own applications in a platform independent,
programming language independent, network secure way.
Other Information Technology Services
- Program Management and Logistics. CPS provides project
management and logistics support that includes: meeting
coordination; action item tracking; preparation of meeting minutes;
change control administration; and creation, collection, and
distribution of meeting support materials. CPS also provides user
communication support such as developing newsletters and user help
aids. We maintain a web site for problem reporting and resolution,
including user access to Frequently Asked Questions (FAQs).
- Tier I, Tier II, Tier III Help desk Support. CPS provides Level
II and Level III help desk support to DTOD users. All calls are
logged into the Siebel CRM system and are continually maintained
and tracked through resolution. CPS provides telephonic and/or
on-site end user support for problem analysis and resolution and
user support. We develop and maintain DTOD training materials and
User Manuals.
- Testing Support. CPS prepares test plans and conducts System
Acceptance Testing (SAT) of new software releases issued by the
COTS vendor and all custom enhancements and interfaces with
external systems.
- Interface Support. CPS has helped design and implement
interfaces between DTOD and numerous other systems, including : AF
Personal Property Automated, Counseling System (AFPACS), AF Reserve
Travel System (AFRTS), Army Training Requirements and Resources
System (ATRRS), Army Personally Owned Vehicle Risk Management
Tool(ASMIS-1), Defense (Personal) Property System (DPS), Defense
Travel System (DTS), DFAS Defense Transportation Requirements
Payment System (DTRS), DLA Distribution Planning Management System
(DPMS), DLA Distribution Standard System (DSS), Global Freight Mgmt
(GFM), Integrated Automated Travel System (IATS), Intelligent Road
& Raid Information System (IRRIS), Munitions Transportation
Management System (MTMS), Naval Reserve Order Writing System
(NROWS), Navy Do-It-Yourself (NAVDITY), Requirements Forecasting
Rate Analysis Module (RFRAM), Transportation Operational Personal
Property System (TOPS), and the Reserve Order Writing System
(ROWS).
Maintenance of Software
CPS provides software maintenance support to the DTOD project,

Training
CPS develops and maintains DTOD training materials and User
Manuals and provides end user training to DTOD users.
