FHIE Operations and Maintenance Support
CPS was the prime Operations and Maintenance support contractor
for the Congressionally mandated DoD Health Affairs and Veterans
Health Administration Federal Health Information Exchange (FHIE)
and Bi-directional Health Information Exchange (BHIE) program.
FHIE/BHIE is an interagency project between the Departments of
Defense (DoD) and Veterans Affairs (VA) to jointly operate an
end-to-end system that provides patient information to physicians
at DoD and VA medical facilities, and the Veterans Benefits
Administration. The current solution has been deployed at over 30
DoD-VA data sharing facilities and is being deployed globally. CPS
provided systems, network and applications engineering support for
all FHIE and BHIE Applications and System components, and for
supporting Commercial off-the-Shelf (COTS) applications across
multiple technology environments. In addition, CPS provided
coordination, collaboration, oversight and reporting for activities
related to the development, testing, support, documentation and
maintenance of the FHIE infrastructure, using and overseeing the
compliance to VA standard operating procedures. Relevant
technologies supported included Microsoft OS, Microsoft Cluster
Server, HP, Dell, Compaq, SunOne, Sun, Java, Cisco, Oracle,
Veritas, Erwin, Rational and Red Hat Linux.
CPS provides remote and on-site support as necessary at both the
Austin Automation Center (AAC) in Austin, TX and the Office of
Information (OI) Field Office in Silver Spring, MD to perform the
on-site management tasks and to develop related deliverables. This
support includes 24x7x365 support of the interagency hardware and
software infrastructure on the production nodes in Austin, TX, as
well as hardware and software support at development sites in
Silver Spring, MD, as well as other contractor sites. In addition,
CPS serves as a liaison for hardware and software under the VistA
Maintenance and Expertise Center (VMEC), and has supported the VA
and DoD for the development of a production Disaster Recovery
capability. Other responsibilities include:
- Perform daily systems, network and applications administration
and maintenance
- Perform system monitoring and reporting on interagency
framework performance
- Perform database administration and capacity management for the
systems within the framework
- Perform system log administration and security audit
logging
- Perform engineering and maintenance of Interagency software
releases and perform configuration change management
- Perform software code updates as required to respond to problem
reports or changes in the related Federal health care systems or
infrastructure
- Prepare updates to operational documents, as necessary and as
required
- Coordinate with other vendors and support contractors
- Load all electronic data provided by DoD
CPS has consistently provided support using a
set of established and repeatable enterprise processes which enable
the same amount of detail and rigor to be applied at all levels of
the interagency framework and across all production, development
and test environments. Full lifecycle methodologies are applied to
all Operations and Maintenance aspects of FHIE/BHIE, employing
Program Management Institute and Software Engineering Institute
CMM/CMMI processes at level 3 and above.
