Meet the CPS leadership team, which collectively accounts for more than 125 years experience in Management, Defense Transportation & Logistics and Medical IT systems experience.

Joseph R. Webb

Drawing on over 20 years of technical solutions delivery and management experience, Mr. Webb founded CPS in 2002 to build on his vision of a requirements driven engineering firm based on honest communication and professional integrity. In his role as President and CEO, Mr. Webb works closely with CPS executive management, corporate partners and technical staff to ensure the strategic and tactical direction of the company. It is in this capacity that in 2004 Mr. Webb expanded CPS's capability from its staple of success in the Defense sector and into the federal healthcare technology market. CPS is now uniquely positioned as the premier provider of cutting edge healthcare imaging solutions for the Defense Health and Veterans Administration domains.

Prior to CPS, Mr. Webb served as Sr. Vice President and Director of Business Development for Comtech Micro Systems (CMS). Before CMS, he served as Global Systems Manager for Defense Installations for a prominent northern Virginia integrator. Mr. Webb also performed as the Regional Manager for Mid Atlantic Operations for an emerging computer telephony company where, along with his operational responsibilities, he helped design and implement IVR technology for the hearing impaired into multiple federal agencies. This technology was the first of its kind to comply with the provisions of the Americans with Disabilities Act (ADA) and was later patented and showcased at the Dept of Justice, Office of Civil Rights, Division of the ADA.

James E. Christopher

Mr. Christopher serves as the Chief Operating Officer for Complete Professional Services, LLC and has extensive experience providing senior business and technical management expertise in complex and diverse environments. Joining CPS in 2007, Mr. Christopher brought a wealth of experience to CPS in the field of information technology, management and federal contracting. In his role at CPS, Mr. Christopher is responsible for the strategic planning and tactical oversight of all corporate operations to include profit and loss, business development and execution.

Prior to joining CPS, Mr. Christopher served as the Deputy Director of a Strategic Business Unit within a large federal information technology contracting company, providing general oversight and management of all business program areas including 800 personnel across five geographic regions, as well as senior technical oversight, capture management, solutions development and proposal development.

Mr. Christopher holds a B.S. in Electrical Engineering from Virginia Tech and has been certified by the Project Management Institute.

Adam J. Attard

Mr. Attard is one of the co-founders of CPS and serves as the Chief Technology Officer. Mr. Attard has been an integral part of the companys rapid growth and the driving force behind our technology and solutions vision. In this role, Mr. Attard leads the technology development and innovation efforts for the company's healthcare and image integration systems to include the expansion of CPSs PACSIntegrator and MIV solutions.

Mr. Attard brings more than 10 years of experience in large-scale systems design and operation, application and software development, COTS integration and implementation, and engineering and project management.

Prior to co-founding CPS, Mr. Attard was the Sr. Vice President and Chief Technology Officer for Comtech Micro Systems (CMS) where he designed and implemented multiple turnkey CTI solutions for both DoD and Civilian agencies. Before CMS, Mr. Attard served as Sr. Applications Engineer and Project Manager for a well-known northern Virginia integrator. There he championed the development and global deployments of various technologies and transportation systems.

Mitchell M. Miller

Mr. Miller began his career at Complete Professional Services, LLC in 2008 as the Vice President and Director of CPS Midwest Operations. Mr. Miller also serves as the Program Manager for the USTRANSCOM Advisory and Assistance Services (A&AS) Contract Vehicle, where CPS holds a small business prime position. In this capacity, Mr. Miller is responsible for profit, loss, bid and execution of all CPS work within the Midwest region.

Mr. Miller has a strong history of dedication to our nation with over 30 years of support to the Armed Forces as a Service Member and possesses a wealth of experience directly supporting USTRANSCOM, and the US Air Force. He has held Principal Subject Matter Expert positions and effected large scale organizational change across multiple DoD organizations. On his previous assignment, Mr. Miller provided expert level transformational support to the world's largest and most complex SAP implementation on the Army's Logistics Modernization Program.

Charles C. Perry

Col Charles Perry (U.S. Army, Ret.) joined Complete Professional Services, LLC in 2008 as the Senior Vice President and Director of Corporate Development. Mr. Perry has been lauded throughout his high profile career, both in uniform and as a former Senior Executive at a large Fairfax, VA based Federal information technology contractor. As a master DoD logistician and successful businessman, Perry's goal is to help propel fast growing CPS to the next level, particularly in the core CPS markets of Department of Defense Logistics, and Federal Health Care Information Technology support.

Previously, Perry was responsible for growing and managing a corporate business unit in excess of $150M. During his military career, Mr. Perry served at Headquarters, Department of the Army, Office of the Deputy Chief of Staff for Logistics as the Deputy Director, Plans and Operations Directorate. In this capacity, Mr. Perry managed the day-to-day operations of personnel involved in long range logistics planning, force structure development, and automation planning and resources. In addition to his service at Headquarters, Department of the Army, Mr. Perry served in the 5th U.S. Army Corps, Federal Republic of Germany, Frankfurt as Assistant Chief of Staff, G-4 and Commander 3rd Armored Division Support Command.
